Country overall: High Risk
Widespread instability and lawlessness continue to make Somalia dangerous and unpredictable for foreigners. Armed militias, some of which have terrorist links, operate in the territory and there is little overall government. There is a high risk of maritime piracy off the coast of Somalia, stretching from the Gulf of Aden to as far east as the Seychelles. The pirates' use of long range 'mother ships' enables them to operate hundreds of miles off the coast. Multiple foreign governments warn their nationals not to travel to Somalia.
