The bomb attacks on Majorca and mainland Spain in July 2009 illustrate that the threat posed by Basque separatist group, ETA, prevails. While sometimes deadly, the motivation for these attacks is a product of the domestic political environment; there is an incidental risk to foreign visitors. Some governments advise their nationals to exercise caution. The Madrid train bombs of March 2004, in which 191 people died, was an attack with a different agenda and was carried out by Al Qaeda sympathisers. As with other urban areas in Europe, there is a risk of petty crime.
